Upgrading from Office 2003 to Office 2007

Upgrading Windows XP machines from Office 2003 to Office 2007. When some
users login with their roaming profiles references to Office 2003 cause the
Office 2003 installer to start up and install Office 2003 for the current
user.

As Administrator I remove Office 2003 but there it is when the user logs in.

How can I stop Office 2003 from being reinstalled for separate users?
