upgrading to FP2003

I have FP97; but have not established a web site. To
establish a web site today, does it make sense to re-
install FP97 and purchase a FP2003 upgrade or a standalone
version of FP2003?

1. Don't install FP97.
2. Buy the FP2003 upgrade.
3. When FP2003 setup asks for your FP97 product key or
CD, supply it.
