Does Microsoft Project 2003 (Upgrade version) support a
direct upgrade from Project 98? Or does 98 have to be
upgraded to 2000, or 2002 before the 2003 upgrade?

Project Standard will upgrade from Proj98 and later.
Project Pro is only from Proj2002
