upload status stuck or remains forever in ‘installing’ state

i have been encountering a problem whenever i would upload a form template
via the central admin > application management > manage form templates page.
the xsn file seems to have been uploaded successfully, but the "status" never
becomes "ready" and is stuck with "installing".

found this article, describing what i need to do but i am still getting the
same problem with propagating the changes across the farm:

i have verified that the SPTimerV3 and SPAdmin services are running within
all my front-end servers, and that the timer jobs created by sharepoint named
"Windows SharePoint Services Solution Deployment for <form-filename>.wsp"
were all executed successfully within two out of the three front-end servers.
I am not sure why it was not executed successfully in that one other server
-- running "stsadm -o execadmsvcjobs" within that server also does not work.
Could that be the problem? I have also found out that SPTimerV3 and SPAdmin
are NOT running within my DB Server -- Do they need to be running in there as
well?

Try running execadmsvcjobs command. For more information, take al ook
