Uploadin Excel 2003 to Access 2003 error message "Could not decryp

I have an Excel 2003 template that I upload into Access 2003.
When I try to upload I get the error message "Could not decrypt file".
Anyone have any ideas? The Spreadsheet has a number of cells that are limited
to drop down list values. Could these be causing problems?
My old template (without the drop down lists) works.
