Uploading Documents to Project Server

When I try to upload a document I keep getting the same error. Can somebody
please help me out here!!!?

This is the error:

Form Validation Error
Please correct the information you provided by following these steps, then
submit the information again:

The URL 'Common Project Files/Form # MET 121304 - Customer Approval of
Installation Date.doc' is invalid. It may refer to a nonexistent file or
folder, or refer to a valid file or folder that is not in the current Web.

I dont understand, the file exists, its a valid file and a valid folder but
maybe its not in the current web?

What does it mean to be "in the current web''?

Gary:

I got it to work, i loaded a document onto the server by loading it directly
onto our server. The odd thing is I have the documents on there but I cant
seem to link a document to any projects. I have been getting this error:

The documents, risks and issues features in Project Web Access use Windows
SharePoint Services.
A Windows SharePoint Services site needs to be created for your project
before you can share project documents or track project risks and issues.
Site creation takes a few minutes, so if the project was just published, wait
a few minutes and then visit the page again. Otherwise, contact your server
administrator.

The IT Department as well as myself are stumped. We have sharepoint
services installed but do not really no much about this site that needs to be
created? Does a site need to be created for each individual project? Maybe
this is a simple problem that i cant seem to put my finger on, so ill turn it
over to you, the professional, can you help me out?

Is it possible that you don't have SharePoint installed correctly or
configured correctly for Project Server? You need to provide a lot more
information that you've been posting to take this any further. Can you click
into risks, issues and documents from Project Web Access?
