Uploading Themes

I used a dynamic web template so that I could have the title and link bar
appear on every page. I applied the theme "slate" to the dyt. The theme and
link bar appear in Front Page and when I preview the page in a browser, but
when I publish the pages, the theme and link bar do not show up. I tried
uploading the contents of the _theme and _derived folders, but that did not
remedy the problem. Information about the server I am using can be found
