Uploading to web

Because of a long-standing problem with publishing a web, I need assurance
of proper Windows Services settings as noted below.

For publishing a web to a LAN or Broadband network are these Windows
Services required? (for a web that is not using a database)

And if they are required, what should the setting be?

- netdde.exe and (network dynamic data exchange)

- lsass.exe (net logon)

- Routing and Remote Access (offers routing services to businesses in local
area and wide area networks (depends on netbios and remote procedure call )

- What part of TCP/IP is necessary for publishing a web?
