Upper Limit Value On Chart

Hi,

I have a chart that shows an amount on a bar chart
for another value. I want to incorporate another value
that will show the desired limit for the amount (upper
desired limit).

I have the chart showing the data that I need, I
just want to incorporate that one thing.
