upsize wizard

I just upgraded to Access 2003. Now when I try to upsize, I get that the
server cannot be found.

Error message - The Upsizing Wizard only works with Microsoft SQL Server
(Versions 6.50 SP5 or higher). Please log in to a SQL Server data source.

I am connecting to SQL 2000.

I had this same error when using Access 2000 and upgrading my Office to SP3.
Without SP3 I could connect to my SQL Server 6.5 without a problem.

What is causing this?
