No, but you can workaround this. Make a copy of your current Identity and
store it outside the Microsoft User Data folder. When you restore the old
Identity, you can then export your tasks. Move (rename first) your old
Identity back and import the tasks.
File --> Export --> Select as Entourage archive --> select Tasks
File --> Import --> Select the .rge file.
Note categories are not exported. If you need category info, select to
export by category and task. You will have to do this for each category you
want exported. A third party option is Paul Berkowitz's Export-Import
scripts $20. (not sure but this could have problems in Leopard. It does have
a limited demo.)

If not, how do I restore just Entourage using Time Machine?
You would select the Identity you want restored and let Time Machine restore
it.

FWIW, backing up Entourage's database using Time Machine is not a good idea.
Backing up the database while it is in use can cause corruption and the size
of hourly backups fills up your drive. It also slows down your computer
during this backup stage. See these alternatives:
