URGENT! -- Manage Share Point Sites not working.

Manage Share Point Sites not working. When I try to create a site, I recieve
the following error message: "Error occurred when creating site. Site does
not seem to exist."

I have created other sites in the past but its been a while and now it is
not working.

Any ideas would be helpful.

System Configuration: Windows 2003 Server (Enterprise Edition) w/ SP1, MS
Project 2003 Server, Windows Sharepoint Services 2.0
