URGENT!!!! Sticky Keys???

I have a user in NYC who is trying to use her arrow keys (NOT the numeric keypad, just the plain arrows) to navigate around her Excel 2000 spreadsheet. But instead of moving from cell to cell, the arrows are acting to manipulate the scroll bars. We have checked every sticky key, cleaned the keyboard, checked options, I am at a loss. Has anyone seen this and where do I turn it off??

What about the scroll lock? If the scroll lock is on that would happen

Thanks to all three of you. We thought we checked that. Turns out THAT was
the sticky key. It was lodged on, but the light wasn't active.
