Urgent! Unable to Provision PWA site

When I try to create the Project Web Access Site runs the process and the
status says "Provisioned". When I click to browse the new PWA site
(http://sharepoint/PWA) I receive the following error:

The administrator has taken this farm offline. Project Web Access is not
available at this time.

I am running SharePoint on a separate box from the SQL 2008 Server.

Here's my configuration:
Windows 2008 SP1 x64 Bit OS
SharePoint 2007 Server SP1 x64 Bit
Project Server 2007 x64 Bit

On the SQL server it is Windows 2008 SP1 x64 Bit with SQL 2008 x64 Bit

The databases are created but I can't see any reference to the IIS PWA site
that was created.

Sharepoint is fully configured. Some help would be greatly appreciated as I
need to demo it next week

Have you quiesced the farm ? (Central Admin/Operations).

Wow, that is really weird. I checked to see if the site was quiesced and it
was! I remember doing it a few days ago but I've rebooted many times since
then. I guess a reboot doesn't remove the state until you manually set it.
