URL's in emails, security warning

Since I installed outlook 2007, when an incoming email has a URL it will not
open and posts the error message "This operation has been canceled due to
restrictions in effect on this computer. Please contact your system
administrator." Also from within the contacts folder, access is denied. I
have disabled the security/ antivirus programme and various sections of the
Trust centre. All to no avail
I can still use URL's within IE 7
