Use of double quote key in Dutch

Hi all,

I am Dutch, but hate certain features of the Dutch keyboard, like when you
press the double quote key (") no double quote is printed. Only after the
next key press you will get the double quote, or when combined with an e you
will get the dotted e (dialectric character it is called I think). But I use
a different method to dot my e, like pressing Ctrl-Shift-; followed by the e.
To get the double quote I need to press the " followed by the space bar. That
is not an option, because I use double quotes more than dotted e's.

By the way, reverting to the American or English keyboard layout is an
option, but new documents default are started with the American language. To
get the Dutch spell check I need to change the document. I just reverted back
from English keyboard to Dutch keyboard to stop needing to define the
document language each time I open a new document.

Does anyone know how I can stop this feature? So when I press the double
quote key, I get the double quote?
