Use of Templates with Portfolio Server Workflow import to ProjectServer

Hello:

I am working with a client that has developed a project initiation
work flow using MS Project Portfolio Server. We are now installing
Project Server 2007 and the client wishes to preserve the work flow
from Portfolio server but also be able to attach a Template and export
all the information from Portfolio server to Project Server after the
approval of the project is given. Has anyone worked with this type
of scenario in the recent past with success. My initial research
indicates it is not possible to attach a template from portfolio
server through the gateway into project server. Any assistance is
appreciated in advance.
