use outlook address book only

Hello,

We have Exchange Server 2003 and POP3 server from our ISP.

Can I setup outllok -

1. Send e-mail using Public Folder's outlook address book. you can not type
e-mail address by yourself.

or

2. All incoming and outgoing e-mail will automatic send to administrator's
account.
