use priority to assign resources

I am using a MS Project Server and trying to create a resource pool. Each
task in my project is supposed to get resources from the pool. I would like
to have resources with a higher priority get the resource when there is a
scheduling conflict. Is there a way to make this happen automatically? Is
there a way to make sure that the priority is being used?

If you are using Project Server, you cannot create a resource pool. You
must build your project team using resources in the Enterprise Resource
Pool. The Enterprise Resource Pool is populated by the Project Server
administrator.

Concerning your second question about higher priority resources, you can set
the Priority number on tasks (which is used for leveling resource
overallocations), but you cannot set Priority numbers on resources. Hope
