I am new to Infopath and can't seem to find this answer. If I create a form
in Infopath do the recipients of the form have to have the program or can
they open it in Word also?

I am looking to create new monthly surveys but I know not all of my
organizations have Infopath.

If your Infopath forms document library on Sharepoint is set to 'display as
webpage' then your clients do not need the application/program however, you
will lose some functionalities that can only be used if the client
application is invoked.
I am looking to create new monthly surveys but I know not all of my
organizations have Infopath.
In this case you should set your Infopath doc library to display as webpage
- to do this:
In your document library click on settings -> form library settings ->
advanced settings -> browser-enabled Documents - you should have the option
to either use the client application or display as webpage.
