I have checked his groups to see if any are set to deny,

Is this user a member of any Groups in which the Open Project permission is
set to Deny?
The reason I ask this is because security permissions are cumulative across
all of the Groups in which a user is a member, and because the Deny
permission supercedes both the Allowed and Not Allowed permissions.
To determine this, do the following:
1. Log into PWA with administrator permissions
2. Click Admin - Manage users and groups
3. Select the user in question and click the Modify User button
4. Write down the Groups in which this user is a member and click the Cancel
button
5. Click the Groups link in the sidepane
6. Select the first Group in which this user is a member and then click the
Modify Group button
7. In the Categories section, select the first Category included in this
Group
8. In the Permissions grid of the Categories section, make sure that the
Open Project permission is set to Allow or Not Allowed (neither Allow or Deny
is checked) and if it is set to Deny, deselect the Deny checkbox
9. Select each of the Categories in the Group and repeat step #8
10. Click the Save Changes button
11. Repeat steps #6-10 for each Group in which the user is a member
