User cannot accept updated meeting

I have a user that is a delegate to a manager's calendar. she sends
out a meeting request on behalf of the manager. One of the recipients
sends an updated time for the meeting. The user cannot accept the
updated request as the Accept and Propose New Time button are greyed
out. The user is a delegate of both the manager's and the recipient's
calendar.

User is running Outlook 2003. Any idea what's causing this?
