User cannot access project server through project 2003

I have a user who cannot access Project server through Microsoft Project 2003.
When he brings up project professional 2003 and tries to log into the
server. He gets the following message box error.
Project Server Database is unavailable
You cannot access the DataBase for one of the following reasons
Problems with Enterprise Global Template
You do not have permissions to access Enterprise Global Template
You have network issues.

This user has the same permissions as other users that are able to access
the server without any problems.
Of the 20 or so people accessing the server he is the only one with the
problems.
He can go to project web access and from there bring up a project in Project
professional 2003.

Any help resolving this would be appreciated.
