User cannot see picures imbedded in outlook 2003

I have a user who cannot view pictures that are embedded into an email. The
rest of us can. All it shows to the user is a red X as a placeholder. I
checked security settings and it is set to download the picture. HTML is set
as the message type. The user indicated that this started happening today,
she was able to see the picutre by forwarding the message or replying. Now
nothing she does allows it.
