User can't run Office programs

We have installed Office 2000 on Windows XP. For some
reason,only two users can run Word/Excel/Access. Other
users get a request to insert the Office disk, then after
the disk is inserted, another message, saying a file
can't be found. This is true even when these users have
administrative privilege.

What file can not be found? What is the full error message please?
