User displaying "Forbidden" and wont send

I am unable to send photos and it keeps coming up as an error and when
clicking on this area it states that User is Forbidden I send my Picase
photos through Microscoft Outlook

Since you only mentioned "Outlook", but not which version, and not which
email service, and my crystal ball has a hellacious crack in it, all that I
can do is guess. Carnac the Magnificent, holding an OL envelope icon to his
forehead says:

Since POP3 doesn't synchronize folders, if you want that, and don't want to
upgrade to a later version of Outlook, there is this:

So those are your choices. And POP3 is just a download protocol, no
synchronization to the server folders.

Adding to Normans excellent advice another reason possible when trying to attach
photos or any attachments and it states that it is forbidden can be caused by your
Anti Virus scanning the email. Disable the email scanning and try
