User forms in Outlook 2003

I have recently upgraded from Office 2000 to 2003. In Outlook 2000 I set up
several simple message forms by selecting Tools/Forms/Choose Form... from the
toolbar, then typing a re-usable email message in the body of the form. I
then used Tools/Publish to save the form.
In Outlook 2003, the Tools/Publish item is not shown on the Toolbar (I am
using Word as my email editor.
Whilst I can still use the existing forms, I have no way of modifying and
saving them as Published forms, or of writing and publishing new forms.
Any ideas on how to configure Outlook 2003 to work as 2001?

Turn off WordMail as your editor first. You can turn it back on after you publish the form.
