User Interface Error

I recently got this message:

The Logon User Interface DLL msgina.dll failed to load.
Contact your system administrator to replace the DLL, or
restore the original DLL.
The Windows logon screen does not appear and you cannot
open Windows 2000.

Since my Windows doesn't start I can't download the
upgrade from the microsoft website. My Question is:

- If I buy the Windows 2000 Service Pack 4 CD, to correct
the problem, will it be able to work without starting
windows
