Just bought project standard 2003 and I am looking for
the user manual to download and print. The help keeps
sending me to the manual that is connected online. I just
want to print out the manual for my boss. Any help where
I can find the manual for Project Standard 2003?

There is no "user manual" There is online help.
You can pick up one of the many 3rd party books on Project that are
available.
