Can anyone point me to a 'simple' tutorial or article about setting user
permissions in Access 2003?

Here's the Microsoft Access Security FAQ:

* Read the whole thing through a couple of times before starting.
* Try it first on a backup copy of your database first.
* When you move to your real database, create and keep an pristine,
unsecured back up of your database.
*Pay particular attention to the section on removing rights from the default
"Admin" user.
