user setup error administrative install

I have completed an Admin Install of Office2k, with updates through SP-3a, on our Novell Server (Version5). I am now trying to run User Setup from a Win2k work-station. I use the TRANSFORMS Command Line extension. However, I get the following error: "The system cannot open the device or file specified" almost immediately after the "Installing.." window pops-up. Any thoughts?
