User Synchronization for PWA App Root Site & Project WSS Failed

MS2kPS with SP1
I added some users, Foraced a AD sync and recieved the following error.
User Synchronization for Project Web Access App Root Site and Project WSS
Workspaces
Went to the queue and tried a retry and still have the error.
What caused this?
How can I Fix?
How can I force a RIGHTS/SECURITY Sync between Project Server and WSS3.0?
