User task updates not going to the status manager

I have a user who submits task updates but they are not getting to the
project manager. I've confirmed that the status manager on the tasks is
indeed the correct PM (it had been wrong). We've republished the project (a
few times) and the updates don't get to the PM. The user continues to get
email reminders even though the tasks are complete and there is 0 remaining
work.

Any help would be appreciated.

Any existing updates made before the change of PM/Status Manager will still
be outstanding with the original status manager for approval. New updates
should go to the new manager....
