user that doesn't manage mailbox size

Hi, we have a user who's Exchange2003sp2/Outlook2003sp2 mailbox is always
bumping up against the size limits. We've raised it several times. They get a
lot of graphics/proofs as part of their work. Though we've tried education of
best practives, this user simply doesn't do it for whatever reason.
What is the best way of getting some control - I cannot lower the size
limits as they HAVE to get the attachments for their work.
Is archiving older emails onto their local machine the answer?
Can rules be set to download all attachments to a specified local file and
then detach from server stored email?
Looking for some way to automate what should be a user's cleanup, but not
impact their ability to get and retain larger attachments in emails.

AutoArchive all messages older than 'xx' days to a local PST file. These
archived messages can still be used the same way as the ones on the
Exchange Server.

Make sure that you create an Outlook-2003-type PST file, otherwise it
will be limited to 2GB.

OK - a followup question: if user has setup folders in Exchange/Outlook will
AutoArchive replicate this storage scheme or simply arhive the messages sans
folders? Does AutoArchive automatically remove messages/attachments from
server?

Yes, folder structures from Exchange Server are replicated (as long as
they are specified for AutoArchive; you may not want the Junk E-mail
folder to be archived).

Yes, messages & attachments are removed from Exchange Server after being
archived.
