User w. Full Control sees file as Read Only if file is open

I have a user who has Full Control over an .xls, but when someone else is
viewing (who has Read Only access), he gets a read only copy of it. That
means he has to get the viewer to close the file in order to work on it.

How do i make it so he can edit the file while someone else is reading it?

You need to ask in a newsgroup for Excel. This newsgroup is about Access,
the database product.
