username/ password database for the internet

Hi,

I'm not really all that familiar with using Access and I'm not a programmer.

I have designed and worked on websites before, so I am familiar with some
coding. I want to create a website that has the capability to have users
create a username & password that is stored in a database on the website.
I'd like it to be secure, but it doesn't have to be major. A persons personal
info (ike address, ss# & stuff like that won't be asked of them. I really
just want it so that they can post messages and get replies (sort of like
what I'm doing right now on this page). I can't find a pre-made template to
alter and I have no idea how to start one, what file type it needs to be, to
get uploaded to my website, what language my page needs to be (html, xhtml,
css, etc.)

So pretty much how do I set up a site like the one we're one right now so
users can login and post things in a discussion forum?

From what I know and what I've seen posted here in the past, access is not
the tool for db driven website... you might want to look at MySQL or another
similar db
