users and permissions tools ACCESS 2007

Hello
How do I activate the Administrator (users and permissions tools / ribbon,)
it seem to be deactivated(i seeit but it is not active), do I have to install
or setup anything?

It will only be available when you have a mdb file format open. It isn't available if you are using the new 2007 accdb format.
