Users can still access db after setting security files

I have setup desktop shortcut to point to security file on the server where
the user has to login in to db.
If the user exits the app with or without closing access, they can access
the db again using the desktop copy without logging in.

What have i done wrong?

Just adding a shortcut does NOT secure a file. You skipped about 12 steps.

To secure a file, you must follow all the steps in the security FAQ in
order. You should make a backup of your files, read and reread the
following links, then try again to secure your file.
