Users cannot use pivot table options on published interactive HTM spreadsheet

When I publish my excel workbook as a interactive htm pivot table internally on IIS, the users cannot use the filter options etc. How come? I dont see anything about permission settings anywhere. However I can use the pivot table features when accessing the htm file via IE from my machine.

There is a mix of XP and 2000 office suites in our office.
