Users have bypassed disabled bypass key! - how?

I have disabled the password bypass key but am told that some users are still
managing to get into the database by using the F12 or "power keys" - what
does this mean and how do I prevent this?

Make sure that Use Access Special Keys is NOT checked in Tools > Startup

Additionally,
the shift bypass key can be enabled again by the users. To disable it should
not be your main security if you really want to make your application more
secure. If you are worried about design changes then convert to an .mde and
implement user level security.
