Users insisting on using 1 style for headings and numbered paragraphs

I have a template that has Heading 1-4 formatted as headings which is how it should be. But trying to introduce users to styles is proving difficult as for so long they have formatted as they've gone, using a one style fits all

Some users insist on using heading 2 as a heading and then further down the document using heading 2 to number paragraphs, so that all of the numbering is consistent (ie., 1.0, 1.1, 1.2 etc.,

What should I do to enable them to still do this, but stop them from reformatting the Heading 2 everytime that want to use as a paragrpah style and still keep the numbering running. (ie., Heading 1 = 1.0, paragraphs = 1.1, 1.2 etc, then Heading 1 = 2.0, heading 2 = 2.1,2.2

Please help, I'm losing the will to live on this on

What I do is in my template I create a new toolbar and put the various
Styles I use on the toolbar with a name that the user easily understands.
If you make it easy for them, they will comply. If you need assistance in
creating a new toolbar and inserting Styles on them as icons, holler back.
There are a few links out there that will help out.
