Users not showing in GAL but do show in "Email Address Other"

We're having problems with our GAL.

We added numerous new users due to an acquisition. These users do not show
up in the GAL.

But they do show in the drop down list "Email Address Other".

The new users have a Primary SMTP address of (e-mail address removed). They
also have aliases of (e-mail address removed)
