users of Issues Risks and Documents

I'm having a small problem with issues risks and documents. Only the people
who are assigned to a task within a project are allowed to view and use risks
issues and documents within that project. If they are assigned to the
project but do not have a task at this time, they will not have permission to
view risks issues and documents.

Does this sound right? Do I have something wrong with my configuration?

Can someone explain the reasoning behind this logic?

Bill:

You have it right on how it works. Why ask why? Instead, give all your team
members a 5 minute assignment to check their new assignments on their tasks
page, or something like that to kick things off.
