using a split database

I created a small split database and distributed the front end to about 25
users. The back end is on a shared computer that is not really a server.
Some of my users are getting the error message that another user has opened
the database in exclusive mode. How can I eliminate this error?

Every user must have permission to create and delete files in the shared
back-end folder.
