using a wll in office xp and 2003

We have a .wll that worked very well in all versions of Word up to Office XP.
Beginning with Office XP it never works, because it's never checked in
Tools/Templates and Add-ins.
The wll is digitally signed and placed in "C:\Documents and
Settings\login-name\Application Data\Microsoft\Word\STARTUP".
It can't be used, even when Tools/Macro/Security is set to Low and we check
"Trust all installed add-ins".

We would be thankful for any way of getting it working in Word XP and with
Word 2003.

Have you checked that the path you quote, below, is actually set as the STARTUP
folder path in Word? Check in Tools/Options/Folder locations.

Yes, the path is really:
C:\Documents and Settings\Administrator\Application
Data\Microsoft\Word\STARTUP

OK, well so much for the obvious...

I know there was a problem with the original release of
Word 2003, but since the first SP came out, a wll should
work with Word. And, as far as I know, the same problem
wasn't present for Word 2002...

If you activate the checkbox in Templates and addins does
it load?

Does a wll have to be registered (like a COM addin does)?
could it be that something in the Registry is keeping
addins from loading?
