Using Autofill with a Protected Worksheet

Hello everyone,

I need help with a workaround. I am trying to use the
autofill feature to create a series of numbers; however,
there are headers between sections of the list. What I
would like to do is "lock" the blank cell in the header
row so the autofill feature will skip that row and
continue the series in the next row. When a worksheet is
protected, the autofill feature is disabled.

I tried creating a formula to work around the autofill
(such as =b2+1, =b3+1, etc.), but the list will change as
the user inserts and deletes rows each time they use the
template. Any ideas?
