Using Business Contact Manager On An Exchange Server

Firstly can anyone tell me if it is possible to use Outlook's Business
Contact Manager on an Exchange Server?

If so, in respect to the Assigned To field under Business Contacts is this
field linked to the Exchange server and the users who use it?

Any advice would be much appreciated
