Using Call Contact from the Contacts listing gives error

I get the following error when I try to use the built-in
ability to call the contact. "An internal error occurred in
the automatic phone dialer. Close the Dial hone dialog box,
and then open it again." with an OK button. I've tried
closing the dialog and restarting, no good. I've tried
shutting down Outlook, no good. And I've tried restarting
the computer, no good. Any suggestions on how to configure
it?
