using cells as criteria

i have been trying to find out which cells correlate to my
criteria which is another cell on the spreadsheet but i
have found that when i copy the formula the criteria cell
stays the same and even when the criteria is the right
cell i still have to use F9 to put in the value of the
cell. Is there any easier way of doing this as it is a
nightmare to do over a hundred times!

Here are my code(s):
=COUNTIF(B3:B102,"<B110") - COUNTIF(B3:B102,"<B111")
{Dosen't work!}

after F9

=COUNTIF(B3:B102,"<185.671633333319") - COUNTIF
(B3:B102,"<105.588366666681")
{Works!)

"<" & B110
instead of
"<B110"
