Using database

Since OneNote is not a database, can I use Access to store the pages created by OneNote? My objective is to locate the pages quickly.

If you define a database as software to locate pages, then OneNote is a database, at least by intent

What other purpose might it serve

why not just take notes in Access then? :)

Have you tried the find function in OneNote? It's very basic but not too
bad - certainly as fast as it would be to store pages in Access and use it's
search engine.
